Whose fête is this anyway?

From the Saint-Jean-Baptiste’s Prime Minister’s statement:

Saint-Jean-Baptiste Day, reminds us all of the great and rich Quebecois and French-Canadian experience. It is an ideal opportunity for Quebecers to celebrate an exceptional history. (…) I extend to all Quebecers, Francophones and Canadians my best wishes for a wonderful Fête nationale.

So the Quebecois are French-speaking Quebecers, Quebecers are all Quebec residents regardless of language, Francophones are French-speaking citizens wherever they may live and Canadians… well, anybody who can’t identify with the partially overlapping idientities described before.

Can we get somebody in front of a camera again to explain this? Where is Lawrence Cannon when we need him?
