The big boss of the Public Service, Privy Council Clerk Kevin Lynch, has instructed Deputy Ministers to hire more visible minorities into their departments, reports the Ottawa Citizen’s Kathryn May, PS reporter par excellence.
The recruitment of visible minorities is among the dozen “commitments” Mr. Lynch’s action plan laid out in June for deputy ministers, who are also expected to deliver human resource plans linked with their departments business goals.
I was made aware of the directive a few weeks ago (the trickle-down effect takes time to reach my lowly level), but I wasn’t aware that it was buried among 11 other commitments. I seem to remember the Clerk’s priorities were less numerous under Himelfarb.
I’m all for diversity in the Public Service. Especially if it means more flacks who understand different cultures, who speak various languages, who can have an intelligent discussion with the news editor of Corriere canadese about the challenges of the Italian community, or hold a consultation meeting in Cantonese.
